  • Because of the arbitary rule that birds should be FULLY loaded, but don't *have* to be loaded (second being different from the rules before).

    All in all, it's a pretty badly designed puzzle.

  • I tried this, but apparently this isn't allowed? Rules could be a bit clearer on that!

    If the conclusion is that all legs must be fully loaded (or a bird be completely unused, which seems rather arbitrary, but OK) then what's the point of the "freight must be balanced" rule? Maxing out the legs guarantees they are balanced anyway.

  • read the rules carefully,then you'll find this puzzle is quite easy
    Just link the bag and the leg and make sure the weight on that leg is at maximum
