Upon getting into the walled-off area behind the manatee gate, I did a quick mouse-over to see what objects there are. It seems that the spot where you will later place the weather-vane is already "visible" as a hotspot, although it's not yet raised. You can even click it to get a closer "look", which basically reveals what will be coming, through Guybrushes comments.
