When is it out on PAL for the UK

What do you mean? A hard copy? Hard copies won't be distributed until after the season is complete. Right now the game is delivered via digital distribution (download) which as far as I know has no region restrictions, so you should be able to buy it from the Telltale store and start playing the first episode today! I also believe that it is available everywhere for the Wii (might be wrong though, haven't been keeping up much with the WiiWare).

If you want it for the wii i am not sure if it is in wiiware right now, you have to check it out.
You cannot download the Wiiware version from Telltale, TTG only distributes the PC version.
