This is at the very start of Ch 4, so no real spoilers.

Just a simple question, because Bailiff Hardtack is both outside the front of the courthouse, as well as blocking the entrance to the jungle. Dialogue for both "versions" seems pretty much identical. Is he supposed to be in both places at once?

Also, I'm confused; he looks very similar to Winslow. Am I missing something?

Yeah I noticed that. I don't think it's important. He's just there to stop you going into the jungle too early and discovering crazy things you're not supposed to at the start.
And as for the similarities, it's just the reusing of a simple model to save time and/or space.

I guess it's a gag - a bit like when you leave the shipyard in MI1 after talking to Stan for the first time.

About the space-time warp:

As long as he doesn't encounter himself, that shouldn't be a problem (temporal-paradox)! :D

Maybe he runs through the courthouse and uses a backdoor. ;)

I think it's the same person. when you look the greasy dripping thing next to club, he shows up and tells you what it is, then you see him swiftly walking away, so that was probably to let us know he always walking around, watching us... our every move...

What happened to the other guy?

You can see him one or two times in a cutscene in court (look at the audience).

He's a comical and fictional character, I think it was meant to be comical in the same way of Young Frankenstein, where I gore's hump switches sides throughout the movie. I thought it was funny, in proper context I didn't see a reason to take it too seriously.

He's about as dumb as a rock, so I felt like it was kind of weird that he was able to manage to block the jungle entrance and stand guard at the courthouse. I mean the Stan gag was funny. I mean if they put in a line on the one at the jungle entrance where guybrush asks him how he got there so fast and actually gave an explanation (even if it didn't make sense) I would totally be over it in a split second. Felt like lazy programming imo.

Characters do this all the time in Telltale Games!

Homestar is in three places at once in Ep 1 of SBCG4AP - although admittedly there /is/ dialogue where Strongbad asks him how he got there so fast.

Stan does the same in SMI to give you his compas.

However, it fits Stan's personality as a Salesman who's hard to shake off.
And Stan doesn't do it all the time but only once and in a more comical fashion.
