Minor continuity error SPOILERS

When Morgan is 'killed' you can go to Club 41 and ask the judge to investigate it but he says that the pirate court only deals with pirate on pirate crimes. However the Voodoo Lady is not a pirate and yet is imprisoned by the court and awaiting trial.
I know it's only minor but it kinda bothered me. Am I missing something?

If the Voodoo lady has been manipulating Guybrush and LeChuck with the ultimate result the effective death of pirating in Melee in SoMI for a while, and the Pox spreading through pirate-kind, that's a couple of pirate-laws she may have infringed on already.

Meanwhile, de Singe is a mad-scientist who hasn't done anything against pirating per se. The only direct victim of his crime is non-pirate.
