You probably figured out one of these in the meantime.

Walk around and talk to people, changing reels often. I think that your first question will solve itself then. Did it in my case!

I also need the toy idea. I thought finishing reel 3 would help because of the biplane, but it didn't.

I can't even get the toy idea. I tried going through the other reels, but that didn't work at all. Instead I get killed and thrown out of places.

If you finished real 2, there is really no reason why you shouldn't be able to tell the elves in reel 1... :confused:

I didn't finish Reel 2. I finished Reel 3.

Yeah, it is... but Sam says "We've gotta get a toy idea to present to these elves." when I click the elf-in-can.
