Stuck on last reel

On reel 4 and i can't seem to figure out what to do. I switch with the main baddy but i can't tell how to get Maximus the doll so he can make him say the spell. Any help would be useful.

If u stall u get control of Sam.
Sam has paper and is near a flame.
Sam is also near the counterweight for the moon, which is above the ventriloquist doll
When stuff lands on the tongue the nostrils open.
If you do the nostrils but nothing else it puffs tht smoke and knocks everything to the centre of the rug.
Max is on the centre of the rug
