I'm at the bit where you're meant to teleport with momma bosco to stinkys cell, even if i teleport next to momma bosco it doesn't teleport her.

It probably thinks you're on the platform. Go there, then take the elevator back.
Then try again...

Or just talk to Momma before you teleport.
