Can't pick Icon to get Sal ??

I've put the road on the craving plate and followed the walkthrough but there isn't an icon to swap to max ? Is this a bug or am I missing something else ?

have you took control of the legs? To do this you must Show the roach(sam jr) to sybil in the leg room)
