I recently bought S&M Culture Shock and am planning to get a new PC soon. Can I re-download it onto my new machine (if so how?) and then transfer the save game files or can I just copy the whole relevant folder over from one machine to another?

Yep, just follow the directions on this page (http://www.telltalegames.com/samandmax/seasonactivation) under the number 2 bullet, and it should be up and running on your new PC!
