Getting the lady to deliver the barrel to Docs Lab. When I tell her I have a delivery Docs lab is never selectable. I have done everything in the Soup Kitchen I'm suppose to so what is the next step?

Talk to her about The Stay Sober Society. Once you learnt enough about it you can get the Stay Sober society's main area for meeting to be the Brown Residence. Now you can pick the option to give the booze to the Stay Sober Society.
