First off, try the hints forum (http://www.telltalegames.com/forums/forumdisplay.php?f=61) next time. Second, the roulette table doesn't do anything important, and I don't think you can actually win it. Third, try looking for something to change the mood of the speakeasy's atmosphere. I'm not sure how else I can say it without being totally obvious.

Trixie's singing influences Parker's mood.

If you speak to Parker while Trixie sings certain songs, his answers will be different.

You have to change the tune several times and talk to Parker to get him to do exactly what you want.
