I don't thing you actually can,since Lee wouldn't do it anyway if Carley didn't told him to do so...a thing that changes the gameplay a little. :)

yes you can in episode 1. You will have to rewind to the beginning or start new file

Carley knows that Lee had murdered the senator. She advises him on telling people. Doug does not know this. For that reason, you don't have a choice to tell people about Lee's past.
