episode 1 - can't pull motorist over

I have shot the tail lights out of several cars and tried to use the megahorn but it doesn't pull over the motorist to give them a ticket. I actually see the tail light shoot out. When I use the megahorn Max is just fooling around singing and stuff. What am I doing wrong?

try clicking on the car, not the horn.

You have to be right behind the car you want to pull over. Crash into the car you want to pull over from behind, then use the megaphone.
