Question about the release date

The release date says 20th for PSN NA and 21st For psn eu and etc.
Does this mean in europe or on pc etc it will be out on the 21st europe time or 21st north america time?

Basically what i'm saying is if i'm in australia where when we are 21st the americans are still 20th, will it be coming out the same time?
