No, but in all seriousness, apparently walkers don't feel pain (you know, technically they're dead, all their nerves will be dead too) so I don't think she's particularly suffering. Walkers don't have feelings, so she won't be there thinking "Arghhhhh this hurts so much, I wish I was dead".

Well at most i feel they could have at least let us pick the cleaver off the table and let us sink it into the head killing it, or let us stomp the head.

That head wasn't going anywhere and wasn't going to hurt anyone, so it wasn't a danger and thus would have been a waste of a bullet. It sucks for those who have become walkers, but as Lee says, it won't be them. They're just empty husks being controlled by the virus/parasite/etc.
