Stuck on Level 1 Please help!!

Hello i just received the warrant to search the abandon windmill. But when i go to the sight i can only walk towards the windmill or to the first tee to your left. I read a few walkthroughs and they are telling me to walk down the stairs but i can not find the stairs nor does the cursur change colors to indicate i can go anywhere. Currently playing the game on XBox 360. PLEASE HELP before i throw it out the f*****g window :mad::mad:

Can you enter the windmill? I think you can only go down the stairs after you've put a ball through the hole inside the windmill.... but I might be misremembering.

Go to brass, he will say that Nick already has the warrant and to meet him there. Once there, move aside the makeshift bed to reveal a hole in the floor, than push one of the balls into it.
