Have you spoken to the President, and Agent Chuckles? They might be able to help you work out what should happen next.

Click on all objects and doors and something interesting will eventually happen....

Also remember that you can talk to Max at any point in the game and sometimes he'll have useful hints to give you.

If you just started the game, talk to Superball (the guy at the door). Have a long conversation with him until Sam gives up. Then, click on the pay phone in the small booth to the right of Superball. Now, get in the Desoto and go back to the office. Click on the phone and have Sam call the White House and tell Superball to hold. Then, go back to the White House, and you'll notice that Superball is talking on the phone next to the door. This is your chance to sneak in. :D
