Too get his clothes, go to Marzi's house. If you snoop around a bit, you'll find some onions. Click on them. Go back to the track. Go to the locker room. Give the onions to Homestar. Ask him to take a shower by clicking on him and clicking the shower icon. He'll put his clothes in the 2nd locker. Click on that to take his clothes.
