I got 14.8 ish. The trick is (for the PC version) to have your cursor outside of the game (make sure you're not on fullscreen or this won't work) during the first part, then mash the left click until the race is over.

13.6 is the quickest wiiware time 13.2 for PC. Believe me i've seen it.
