I didn't want to derail the other 360 topic, so I made this topic to ask about transferring an xbl game from a Red Ring of Death console to a new one.

I am a bit confused about the whole XBL content I understand that if you have an account on a RROD system and use it on your new system, you can't play the game offline, right? Although my sibling has a 360, we don't use it for online because the wireless addon is a lot and we don't want to trip over dsl lines. I thought I have read before that you can only play the games if your 360 is online. However, l have asked my friend (an xbox360 fanboy) about this and he denies it, so I am not sure if they fixed it or it is still present.

They've pretty much automated it. There's a place on the 360 website that will transfer the license to a new account.

This can be done something like once a year or so, and the process is explained further here. (http://majornelson.com/archive/2008/06/26/content-license-transfer-tool-aka-the-drm-tool.aspx)
