I need help with Chapter 3. My inventory includes:

- plastic toy shovel
- Cotton Candy (or "candy floss" as it is called in the game)
- Flowers from Ms. Flitt's garden
- toast

So, I need help with

A. getting the Gavel from Mr. Paneer, and
B. finding and maybe finding out how to obtain the other doggy sailor hat

Hint: -Have you asked PC Dibbins to interview all three of his suspects?

Answer: - Ask Dibbins to question Mr. Paneer, and he will put down the candy flossed gavel, allowing Gromit to take it.
