Keep playing around with possible interactions. It does follow from what you should have encountered before.

Try to board the ship using using the plank. That should produce a pool of oil. You can light it with hot coals.

Did you know that you can "try/fail" to use the clothline to access the ship? Might be helpful ;)

well i got that worked out by myself till exactly to the point of last comment.

might be a stupid question... but what do i do with "it"?

I've lit the bomb, figured out how to run it down some before putting it in the frillies by trying to use it on something else, and then turned the handle only to still have it come back and blow me off the dock. Any help?

Thanks that really helped without actually telling me how to do it. I was missing one interaction... that was my problem
