ToMI1 graphic bug with quality <7

Playing with a lower graphic quality setting than 7 results in this particular problem:

I played with my graphics on 5 and did not have this problem. Maybe it's a combination of the graphics quality + your hardware?

Looks like the transparency is missing.
I would also like to know what graphics card you are using.
