Just play TF2.

You need to activate the TTG-purchase with steam. You should have gotten a product key.
Or you can find it here:
http://www.telltalegames.com/tf2visor

You must start steam and click on add game in the low left of the steam window. Then click activate game and enter the product key in the appropriate field.
This will get you the visor the next time you play TF2

This should also give you the steam-version of the game so you can actually use that one to play just to be 100% sure you get the items.

no it is not too late. I just ordered it here 5 minutes ago and got my code that I will give to a friend this christmas since I already bought the Steamversion.

No, it's not too late. If you pre ordered then you pre ordered, you still get the TF2 Visor.

Nope. As long a you preordered, you get the hat. And since the game won't be released for another 4 hours or o, that counts as a preorder.
