can i stop the time of the answers in the game?

I'm afraid not. Only stable way I can see that happening is using a reduced SpeedHack on CE for the PC/Steam version, but for the consoles, no dice.

You can pause the game by going to the menu.
I guess you want translate the answers into your language:
Make a print screen, go to the menu, translate, continue.
