go back to the white house and use the book on the desk on his store.

go to his store get the truth serum (which happens to be vodka)
go back to the white house and use the vodka on whizzer who will start a fight with the rest of the soda poppers
go back to the store and get the homing beacon from behind the camera on the right of the door
go after abraham lincoln, use the homing beacon on him
go back to the white house and into the war room
fire the missile at "bosco's shop" which is actually the lincoln statue
