I was just wondering if there is a way to not cut Clem's hair?

Nope. You don't have a choice. Her hair gets cut no matter what.

There's no illusion there. It's never implied not once anywhere in existence that you have a choice of not cutting her hair. If you could say "I'm not going to cut your hair" and then ended up doing it anyway, then yes, that would be an illusion of choice. This is not the case, however.
