I am Stuck

I have used davy jones pan flute to lure the very confused seahorse out of its
lair. I went back to the beach and dried the seahorse in the sun on the familiar looking skull. Now i am at the ridiculously wobbly raft and tried to unlock the treasure chest using the seahorse as a key, but the lock is jammed. How can i open the chest?
