It's not that BLU is "the bad guys" (in canon, both teams are being manipulated by The Administrator anyway), it's just that the RED Team is, for some reason or other, the "face" of TF2. Why is a mystery. Maybe they just like the RED outfits better?
Regardless, the only class to regularly be shown as BLU in promotional material is the Spy. ...Or maybe it's a RED Spy disguised as a BLU Spy?
