Where do you live, by the way? If you live in Europe, the shipping takes over a month and a half to get to you, sadly. Try mailing the support if you don't get your DVD in two or three weeks. If you're not a European, mail the support again and ask them to redo the shipment.

I'm pretty sure that the location in his profile box (Sacramento, California) places him within 100 miles from Telltale headquarters.
As for the CE, I'd wager it stands for Collector's Edition, which is not all that far from
Collector's DVD.
