When did you do run windows update the last time?
You don't have Win7 Service pack 1 installed, so you might have missed other updates too.
You can try if reducing all the graphics settings except resolution to the minimal settings helps with the stuttering. Then you can try increasing them until it stops working well.
You can also try if updating to the latest
