I am having the same problem and have tried a lot of different suggestions (run as admin, update graphic drivers, stopped all backround programs via "msconfig", verified integrity of steam cache, restart steam etc.) I had a very similar problem with Hector: Episode 3 just recently but all that required was changing the compatibility mode to XP SP3.
