I do understand that, but I find it far more plausible that somebody close by found (or stole...keep in mind, we already know there are people in those woods who like little girls) the other walkie that the group had, than the theory that there was some random creepy guy with another walkie within a few mile radius who stumbled upon Clem's frequency.
