My first stop for graphics cards specs is usually
GPUReview, but you can find many sources reporting the same.
Someone else had a
similar problem with the same graphics card. He didn't report the error message, but the rest looks familiar.
Keep in mind, that the graphics chip is 10 Years old by now, and there hasn't been a new driver since 2006.
If you really want to try to get it running on this system my best suggestion for a cheap solution is:
Ask people you know if they still have an AGP 8x card that is 8 years or less you could try (Geforce 6 or later, Radeon X1xxx, HDxxxx or later).
A bit more memory would not hurt either.
If you want me to take a deeper look, you can post your dxdiag info.

Windows XP: Go to your start menu and click on run. Type in "dxdiag" and hit enter
Windows Vista / 7: Press the windows key on your keyboard
or click on the start menu. Type in "dxdiag" and hit enter.
Now click on the button that says "save all information".
It will prompt you to save a file. Save it where you can find it.
Open the file and press Ctrl+A followed by Ctrl+C to copy the contents, and paste them in a reply by pressing CTRL-V.
