Travis was in shock. He fell, and with the imminent danger, he just froze. That's also why Ben didn't try to save him, as he also froze. They were too terrified to do anything quickly enough. The rest of the group had already felt like they were out of time and were making their escape, and couldn't turn back by the time they realized what was happening. They had just cut off a man's leg, too, and everything was happening so fast that nobody was thinking clearly.

It's still possible the balcony could have loosened and still 'felt' like it was fine until it was too late. But he had also just seen everyone else make the jump, and since there was no way back and they were in a hurry, he probably wasn't paying much attention to his surroundings.
