.....I think this fits perfectly well? C-3P0 needed a wipe because he's chatty and not very observant. R2 is the secret agent of droids and actually gives a shit about the Republic and has awareness of what he's doing. C-3P0's whole joke is that he talks too much and doesn't really get what's going on. Along with sensitive information, that's dangerous. R2's basically coddling the guy throughout the entire trilogy.
