The Mole, The Mob, and The Meatball Are the tales already finished?

It seems to me that some people think they are still finishing off the tales, programming them and writing them, etc etc. My question is if their still working on them prior to their releases? I know it takes time to legally release things and that its done with marketing in mind, etc etc. How soon before a release is a Tale finished being created?

I don't mean conception-ally of course, I am referring to a finished product, the more or less finished product. (Game content) Actually I guess this spans approval ratings and all the technicalities too.

They work on each episode pretty much until release day. The first one had to be delayed a few hours because they were fixing a bug with the launcher and the final versions of both chapters had some differences from the review versions handed out around a week before release.
