Season 2 had so many returning characters from Season 1 that it would be easier to make a list of the characters that didn't show up. As far as I remember, these are the major characters that didn't make a return:
Myra
The President (although he appears in the trailer)
The Internet
Let me know if I've forgotten anybody.

Anyways, Season 2 introduced so many new characters that it would be near impossible to have almost every single character returning again. Here are the characters that have been confirmed for Season 3:
Sam and Max (obviously)
Girl Stinky
Stinky
Harry Moleman
The COPS
Flint Paper

It also says that there will be 'some surprising return cameos.'

Of course, we could probably expect a return from Bosco, Sybil, Abe Lincoln, Leonard (since he lives in their closet), and Jimmy Two-Teeth. Who would you guys like to see again in Season 3? And who'll the surprising return cameos be?

Personally, I'm hoping for Agent Superball and Pedro. I'd also say Hugh Bliss and Jurgen, but they're kinda in Hell, so it's unlikely.

I was under the impression that they released Leonard at the end of Season 2. So he wouldn't be "living in their closet" anymore

Well, he does appear in the credits, but he's still tied up. True, maybe he's not trapped in the closet anymore. We won't know for sure until the game comes out, though.

Actually, he's not. He just hasn't removed the tape on his mouth for some obscure reason (probably humour).

Well, most of the videos, including the trailer, have given away a location known as Boscotech Labs. So I guess we'll probably see a return there; hopefully.

As for my personal wish, I would like to see Toy Mafia again. Since the season's plot involves toys, such a comeback would be logical.

In the long gameplay video, Sam mentions that he got an item from Bosco's mother, and there are boxes in the street that apparently belong to Sybil.

Well, the main one was Harry Moleman and the second most interesting one was confirmed as being in Hell, so I dunno how much of a comeback would be likely.

Brady Culture has been tossed out there as recurring due to the fro-ed silhouette in the trailer.

Satan has said near the end of 205 that he will see Sam and Max soon.

I saw how Bosco's was boarded up, is it abandoned? Hopefully not, since Bosco is one of my favorite characters in the game!

Is the voice of Satan the same voice for the narrator? They sound awfully similar, unless that's just because they both have British accents.

I believe Satan was voiced by Roger L Jackson, and the narrator was voiced by Andrew Chaikin, but I could wrong. I think Roger L Jackson voiced Skun-ka'pe, though.

I hope we get some more from Jimmy Two-Teeth but judging by the interview with Joey Camen, i guess its unlikely. One of my favourite characters and wouldn't be the same without him! Still possible for the later episodes I'd imagine? Surely Telltale haven't recorded voices for all 5 episodes
