Just went through my Telltale order history; I have never ordered just a single DVD, but I paid $15.90 in shipping for the surfing the highway paperback+a dvd, and in a different order I paid the same amount for the season 1+2 soundtrack bundle.
As for the customs stuff it gets complicated. As long as you order stuff for less than 200 NOK at a time, you don't pay anything. For Packages worth between 200 and 1000 NOK, you pay a processing fee of 108 NOK plus 25% VAT (for most types of goods) on the value of the contents
and on the cost of shipping... so it gets expensive fast. For orders worth over 1000 NOK the processing fee is doubled. Certain types of goods have extra taxes like bamse mentioned, but I haven't run into that issue yet.
There's a special exception for books... they are free to import, but only if your package doesn't contain anything else. If you order books and DVDs at the same time for example, you have to pay VAT on everything. It just goes to show that there is no logic behind this system.
To make it worse, the Norwegian Customs Department set their own official exchange rates which are slightly different from the actual current rates... The rates are published only a week or two in advance, so they may have changed by the time you receive your stuff. It's a good idea to be careful when you order something just under the 200 NOK limit.
Worst case scenario, let's say you order a couple of DVDs for 198 NOK, and pay 100 for shipping. Maybe the discs turn out to be worth 202 by the time Norwegian Mail gets their dirty hands on them, which means that the package will probably be delayed for a week while they do the complicated calculations, and you have to fork out 183.50 in fees and VAT when you pick it up at the post office. That's a grand total of 481.50 for a couple of movies. It's a travesty! *shakes fist*

The good news is that if you order Telltale games as downloads first, and then get the DVD-ROMs in a separate order, the discs will be declared with a $0 value--so you don't risk any customs nonsense with those.
