In the first chapter?
You need to go inside the hut, and exhaust all dialogue options with the person inside. The Weather Vane should then be on the floor outside the hut.

The best option is to speak with the Voodoo Lady about everything, and I believe the topic that triggers the monster yell that knocks the weather vane down is "Have you got anything for my hand?"
