I saw both at drive-ins back when those still existed(long gone from the big city). I enjoyed Hook quite a bit. I think it was just over hyped and people expected too much....Spielberg, Hoffman, Roberts, Hoskins. Then add in the fact that it claimed to be based on the book....to which the screenplay was rewritten by 4 people. I admit I have not read the book, but I doubt it follows it very faithfully after 3 different people got a hold of it(the original writer did get a shot at it). Oh well, I liked it. Waterworld...not so much. The acting wasnt great and when you sit for 3hrs(yeah i had the
privilege of seeing the director's cut)...you just cant wait for it to end. ...and then there's the budget...175 million in 1994 was insane for what is essentially mad max on water. Personally, I didn't really get into the story either... but hey, people like different things and I can respect that.
To give people some perspective, Jumanji came out the same year as Waterworld, made the same amount of money and only cost 50 million. The special effects action juggernaut that was T2 only cost 102 million as well.
