He wasn't in the first game, actually. Watch the cutscenes again - specifically, pay attention to his dialogue. He's actually quite well spoken, which doesn't really match up to his actions in the more recent games.
Actually, he's only really become stupid following the events between R&C2 & 3, where he had his breakdown living with that monkey (whatever happened to that guy, anyway?). Before those, he's actually relatively intelligent. For a villain in the Ratchet & Clank series, anyway.
One of my issues with the character is that he's "doing a Joey" - becoming increasingly stupid for comic effect as time goes on, much like Joey from Friends. Also, he's used too much, but hey, the latest one seems to be leaving him out, which takes care of that particular issue.
