yeah, i thought it was kinda odd too. Lee's group left downtown macon and holed up in a inn near it. then in episode 3, you also see a jeep, which COULD account for ground forces being present at the time, even though the town was lost. so maybe the military was winning the fight, but supplies got too short. or someone in the "base" at macon got infected or died of something overtime or got crazy ( and a "crawford" ending ensued) and the military was split up or lost. my best guess.
