I think the incentive to not cut it off is because it would help you fight the stranger. I would imagine hand-to-hand combat to be significantly more difficult with only one arm to fight, so cutting it off would risk you being too weak to defeat the stranger and him killing you anyway...
Lee references this as well... "If i find the guy who's got Clem, I'll be happy i have them both(arms)."
I think the risk was worth it, though. Having Lee cut it off himself is so damn brutal, though.
