That's understandable. You have to look at it from a perspective where zombies did not exist and were never head of. Something you could have sworn was dead suddenly stands up and tries to devour you. In the first days of the apocalypse when no one knows what's up, for all Lee knew this could have meant that they always revived after death, no matter the circumstances. Plus, he had yet to figure out that they were attracted to noise.
