A company (called Activision Blizzard) owns both of them, but they're separate entities. Wikipedia still seems to suggest that the Sierra properties are owned by Activision specifically.

I think Ubi had the power to get into that license ... they are a distributor of choice for some studios ....

Also licensing with CSI should be cheaper than with Dr. Who (think difference in ratings is quite big too)

Telltale games sure has the expertise to do a game like that but its maybe hasn't the image to do so, yet ?! :/
