I suppose it's about the Chapter 5, so...

Gotta catch'em all from a distance. Something long should do the trick.
If you don't have the right equipment for it, I suggest you to look a little deeper.

If you don't have the means to catch em, then it might be worth waiting til later until you accquire the means to get them.

You'll need to grab the fishnet at the bottom of the ocean (jump off ******** rafter into the ocean) and use that to grab the birds. If none of that made sense, then you're probably too early into the game
