So if I have understood this correctly, I need to use the information from the diary found in the cell to piss him off in order to get him in jail so i can get into the other cell.
However, every time i speak to him, I don't get any new chat options. And I don't have the diary in my inventory as a ghost to use with him.

Anyone?

Zap into your zombie form. Surrender. Touch loose brick in the back of your cell. You will rezap into a ghost. Use info from book on bugeye

I read Bugeyes diary but when I am am in the club (zombie form) there is no option to talk about it with bugeye. Do I need to be there in ghost form? What am I missing?

You are missing your ghostly self. In other words, yes - transform back to your ghost form.

Do you mean you go back to Winslow even when you step through the tear that should lead to the bar?
