I can't really speak for Telltale, but here's my theory.
First class mail only works up to 13 ounces.
The figurines alone weigh about 1.5 pounds, so first class is out of the question.
Depending on where you are located, shipping for a two pound package through USPS starts at $4.90 (and goes up to $8.09) for parcel post and that does not include packaging materials or handling.
It is also possible (albeit unlikely) that the shirt and box push the package over 2 pounds (and therefore, the 3 pound rate would apply).
Also, Parcel Post does not include insurance or tracking.
The cheapest USPS service with any kind of delivery confirmation would be priority mail and I would not be surprised if the smallest box that could be used for your order would be the medium flat rate box, which would bring the shipping costs to $10.70 (plus $0.70 for delivery confirmation).
Priority Mail in a regular box might be cheaper depending on how far from the shipping center you live, but then again, the box would not be necessary free (whereas the flat rate box is)
Finally, for $12.69, the FedEx option includes shipping, handling, tracking (and not just delivery confirmation), as well as insurance up to $100.
All in all, FedEx Ground seems (to me, at least) the most sensible (and reasonable) option.
